Roobet licence and where the Terms restrict access
The casino operates under one licence displayed on its site: OGL/2024/687/0427, issued by the Government of Curaçao to Raw Entertainment B.V. The Terms of Service place the agreement under the law of Curaçao, set a dispute route ending in arbitration, require players to be 18 or the local age of majority, and contain in section 3.5 a list of territories whose residents may not register. This page reproduces those records with their sources. It is not legal advice; the law of the reader's country decides whether access is lawful.
Checked on
The licence
The footer of roobet.com and section 1 of the Terms state that the casino is licensed to conduct online gaming operations by the Government of Curaçao under licence OGL/2024/687/0427. The regulator behind that licence is the Curaçao Gaming Authority. The footer carries a certificate badge of the Curaçao Gaming Control Board that links to the validation portal at cert.gcb.cw, and an image badge labelled XNext without a link.
| Field | Value |
|---|---|
| Licence number | OGL/2024/687/0427 |
| Issued by | Government of Curaçao / Curaçao Gaming Authority |
| Licensee | Raw Entertainment B.V., registration 157205, Korporaalweg 10, Curaçao |
| Validation | GCB certificate badge in the footer, linking to cert.gcb.cw |
| Issue date and expiry | Not published on the operator's site |
| Other licences displayed | None |
The site displays no licence from the United Kingdom, any state of the European Union, Australia, Ontario, Brazil or the United States. Older affiliate terms cite a legacy number 8048/JAZ, which the current site no longer uses. The operator record and the security measures are in the chapter on licence and security facts.
The Roobet guide opens with an overview of the catalogue, the cashier, the rewards and the licence; this chapter goes into one part of it in detail.
Licensee and paying agent
Two companies appear in section 1 of the Terms and in the footer. The licensee holds the licence and contracts with the player; the Cyprus company processes fiat transactions and acts as paying and operational agent.
| Company | Registration | Address | Role |
|---|---|---|---|
| Raw Entertainment B.V. | 157205, Curaçao | Korporaalweg 10, Curaçao | Licensee, operator, data controller |
| Raw Entertainment Ltd | HE421735, Cyprus | Voukourestiou 25, Neptune House, 1st Floor, Office 11, Zakaki, 3045 Limassol | Paying and operational agent; fiat processing |
Fiat deposits carry a 1% fee under section 9 of the Terms and fiat withdrawals a 2% fee from the tenth payout in a rolling 30-day window under section 10; both are described in the deposit and withdrawal chapters. The founders and executives are listed in the chapter on who owns the casino.
Governing law and disputes
Section 21 of the Terms makes the law of Curaçao the governing law of the agreement between the player and the licensee. Section 22 names a free alternative dispute resolution service. The escalation runs in writing.
- Contact support through the live chat or support@roobet.com.
- Escalate an unresolved complaint to CS@roobet.com.
- After 30 days without resolution, the dispute goes to arbitration under the law of Curaçao (section 21.2).
- Resolvo Curaçao is available as a free ADR body under section 22.
The regulator's own complaint form and its time limits are not published by the operator. The practical steps and the addresses are in the support chapter.
Age, one account and verification
Section 8.1 of the Terms sets the minimum age at 18 or the age of majority in the player's jurisdiction, whichever is higher. The registration form carries a checkbox confirming the age and the acceptance of the Terms and the Privacy Policy.
- one account per person; shared households, devices or IP addresses must be reported (section 6);
- identity documents may be requested at any time, and deposits or withdrawals may be held until they are accepted (sections 4.9 and 10.5);
- name, date of birth, address and email are required at registration (section 4);
- an account with no login for 6 months is marked inactive; no inactivity fee is charged (section 7);
- an unauthorised chargeback is a breach and can leave the balance negative (section 11).
The documents accepted for Level 2 verification and the upload page are described in the chapter on registration. The checks behind the policy are summarised in the KYC and AML section.
Restricted territories in the Terms
Section 3.5 of the Terms of Service contains a list of jurisdictions and territories whose residents may not access the site or register an account. The list is contractual; the Terms carry no version number or date, so the list should be read on the operator's page at the time of reading. This guide does not reproduce the list.
- the list in section 3.5 is the only published statement of restricted territories;
- the Help Center repeats the same list in an article dated 25 August 2026;
- individual game providers apply their own country lists, published in the Help Center article on regional restrictions by game provider;
- the guide does not describe tools or methods to reach the site from a restricted territory.
Whether a reader may use the site depends on the law of the reader's country and on the Terms. The guide draws no conclusion from the presence or absence of a country in section 3.5.
